Is anyone using diatoms as source of live feed and oxygen in fish and shrimp ponds?

Why are diatoms being used only for such low volume specialised aquaculture - Abalones, bivalves, Shrimp hatcheries, etc. Why aren't Diatoms used for relatively low value fish and shrimp? Say in a 10 acre pond with Tilapia.
